A notification mechanism for cross-border AI incidents is a welcome first step — transparency between the U.S. and China is better than secrecy — but it's nowhere near enough. We can't let a “whoever wins in AI, wins” mindset justify a tech arms race that accelerates surveillance, military uses, and corporate dominance while leaving workers, consumers, and marginalized communities exposed. Any agreement needs real teeth: independent audits, enforceable limits on weaponized or mass-surveillance systems, whistleblower protections, public-interest oversight, and worker transition supports for those disrupted by automation. Crucially, civil society, researchers, and labor groups — not just state actors and big tech — must have a seat at the table. Cooperation with China is necessary, but it must defend human rights and democratic accountability, not sacrifice them in pursuit of market advantage.
