Μεταξάς μελέτησε και συνέταξε από τον Μάρτιο μέχρι τον Ιούνιο του 1914 το περίφημο άκρως απόρρητο σχέδιο εκπόρθησης των Δαρδανελλίων χωρίς προηγούμενη κήρυξη πολέμου στην Οθωμανική Αυτοκρατορία. Το σχέδιο προέβλεπε ένα ταχύ Ελληνικό προληπτικό συντριπτικό χτύπημα εναντίον του εχθρού με αιφνιδιαστική μεταφορά τριών μεραρχιών από την ηπειρωτική Ελλάδα στα στενά των Δαρδανελλίων.
