Jean-Pierre LIHAU 2d

Jean-Pierre LIHAU accused an unnamed person of treason and acting as an enemy agent amid the aggression against the nation. He stated that after 18 years in power, this person would seek to repeat their "exploits" of 1997 with Rwandan allies. LIHAU claimed that the Rwandans overthrew J.D. Mobutu in 1997 and placed one of their own at the head of the Congolese army. He also accused them of having assassinated LD Kabila in 2001 and having massacred millions of Congolese. He described the country that Félix Tshisekedi had inherited as infiltrated and destructured, with the M23, over 150 active armed groups, and a socio-economic situation that he termed catastrophic. LIHAU added that the Congolese were no longer fooled and would know how to take their responsibilities without giving in to intimidation. He asserted that the Republic was one and indivisible, that it would rise again, and that justice would catch up with its enemies. #RépubliqueDémocratiqueDuCongo #Justice #Politique (translated)

Bonheur Muamba 4 🇨🇩 3d

Bonheur Muamba called on Lord Chris to demonstrate consistency and not distort the facts by supporting the regime. He wrote that public payments should, in his view, be based on certified documents and rigorous controls, including the verification of compliance lists, and not on mere online statements. He added that promoting national entrepreneurship did not justify the automatic validation of claims. He asserted that the rule of law desired by President Félix Tshisekedi also applied to the economy and that the Deputy Prime Minister of Economy, Daniel Mukoko Samba, was simply applying the law, which required an audit, verification, and compliance certification before any payment. Muamba also stated that equality before the law concerned all oil operators and urged his interlocutor to adhere to Congolese laws rather than what he termed social media blackmail. #RDC #Économie #Droit (translated)

He added that, in the vision of President Félix-Antoine Tshisekedi Tshilombo, the agents held a central place in public action and were to contribute to a competent, impartial, and citizen-focused administration.

@SuminwaJudith @Presidence_RDC @IsralMutombo11 #Transparence #Gouvernance #Audit

AFRICA DAILY REPORT — 23 SEPTEMBER 2026 Major developments reported during the previous 24 hours 1. SOUTH SUDAN — Kiir dissolves transitional government ahead of December election Importance: 10/10 — Critical President Salva Kiir dissolved South Sudan’s transitional government after signing amendments that remove requirements to complete a permanent constitution and census before the long-delayed national election. The opposition has challenged the changes, while the move fundamentally reshapes the political framework ahead of what is intended to be the country’s first national election since independence. SUDAN — US links Burhan’s UN visa to proposed ceasefire Importance: 9.5/10 — Very High The United States is withholding a visa for Sudanese army chief Abdel Fattah al-Burhan ahead of the UN General Assembly, according to Reuters sources, in connection with a US-backed proposal for a 90-day ceasefire that Khartoum has resisted. Sudan has asked the UN to intervene, and its foreign minister is expected to address the General Assembly instead if the dispute is not resolved. Source: Reuters — https://www.reuters.com/world/africa/us-withholding-sudanese-leaders-visa-over-ceasefire-plan-sources-say-2026-09-22/ 3. SUDAN — Currency collapse deepens civilian economic crisis Importance: 9/10 — Very High Sudan’s pound has lost nearly half its value in army-controlled territory since May, trading at around 7,500 pounds to the dollar on the black market versus about 4,100 in May. Reuters links the collapse to the economic fragmentation created by the war, reduced state revenues and wartime spending. The depreciation is driving up the cost of basic goods and worsening hardship for civilians and returning refugees. Source: Reuters — https://www.reuters.com/world/africa/currency-collapse-heaps-more-pain-civilians-divided-sudan-2026-09-22/ 4. DR CONGO — Government orders investigation into violence at anti-government protest Importance: 8.5/10 — Very High DR Congo’s justice minister ordered a judicial investigation into violence during the September 15 opposition protest in Kinshasa, including reports of injuries, arrests, property destruction and a death. The demonstration opposed a proposed constitutional change that could allow President Félix Tshisekedi to seek another term. Police used tear gas, while clashes were also reported between opposition demonstrators and pro-government groups. RWANDA / BELGIUM — Diplomatic relations restored after 18-month rupture Importance: 8/10 — High Belgium and Rwanda have resumed diplomatic relations 18 months after breaking ties amid their dispute over the conflict in eastern DR Congo. The restoration is diplomatically significant because Belgium has been a prominent European actor in the Great Lakes region and relations deteriorated sharply over allegations concerning Rwanda’s role in the Congolese conflict. Source: Reuters — https://www.reuters.com/world/africa/belgium-rwanda-resume-diplomatic-relations-after-drc-conflict-dispute-2026-09-22/ 6. LIBYA — Armed group shuts pipeline valve, reducing Sharara oil production Importance: 8/10 — High An unidentified armed group closed a valve on the pipeline connecting Libya’s major Al-Sharara oil field with Zawiya, reducing production. The National Oil Corporation warned that a prolonged shutdown could force it to declare force majeure and could also affect the Zawiya refinery. The disruption again demonstrates the vulnerability of Libya’s oil-dependent economy to armed-group pressure and political fragmentation. MOROCCO — Parliamentary election puts youth participation and social pressures in focus Importance: 7.5/10 — High Nearly 16 million registered voters are eligible to elect Morocco’s 395-member House of Representatives today. Youth disengagement is a major issue: Africanews/AFP reports that only around 4% of registered voters are aged 18–24. Employment, housing, public services and the legacy of the Gen Z-led protests are central themes surrounding the vote. Source: Africanews — https://www.africanews.com/2026/09/23/i-expect-nothing-morocco-elections-test-young-peoples-faith-in-politics/ 8. AFRICA DAILY REPORT — 17 SEPTEMBER 2026 Coverage: key developments reported during the previous 24 hours 1. SUDAN — UN chief demands accountability for foreign states fuelling the war Importance: 10/10 — CRITICAL UN Secretary-General António Guterres called for countries supplying weapons and other military support to Sudan’s belligerents to be held accountable. The war has displaced more than 14 million people, while a recent UN investigation says foreign weapons, technology, personnel and logistical support have enabled increasingly long-range attacks on civilians, including drone strikes. The intervention increases pressure on external actors supporting the SAF and RSF and puts foreign sponsorship of the war firmly on the agenda ahead of the UN General Assembly. Source: Reuters, 16 Sep 2026 https://www.reuters.com/world/africa/un-chief-guterres-calls-countries-fueling-sudans-war-be-held-accountable-2026-09-16/ 2. DR CONGO — Ebola response improves, but WHO warns outbreak is “far from over” Importance: 10/10 — CRITICAL WHO says containment efforts are beginning to show encouraging results, particularly in heavily affected Ituri, but the Bundibugyo Ebola outbreak remains a major regional health emergency. More than 7,000 confirmed cases have been reported and the virus has reached a seventh province. High population mobility remains a major risk. More than 3,000 frontline workers have received Ervebo, although its effectiveness against the Bundibugyo strain remains uncertain and specific candidate vaccines are still being developed. SAHEL — Jihadist violence on course for a record year Importance: 9.5/10 — VERY HIGH New ACLED data indicate that violence involving jihadist groups in Mali, Burkina Faso and Niger is likely to reach a historic high in 2026. Recorded incidents involving jihadist groups rose from 63 in 2016 to 2,845 in 2025; 2,145 incidents had already been recorded this year when the latest assessment was published. JNIM and Islamic State-linked organisations are expanding their operational reach, reinforcing the Sahel’s position as the global centre of jihadist violence and increasing pressure on the region’s military governments. Source: The Guardian / ACLED, 16 Sep 2026 https://www.theguardian.com/world/2026/sep/16/al-qaida-and-is-linked-violence-in-africas-sahel-belt-set-to-hit-record-levels-this-year 4. SOUTH AFRICA–UNITED STATES — Pretoria rejects new US visa restrictions Importance: 9/10 — VERY HIGH South Africa sharply criticised new US visa restrictions targeting foreign nationals Washington says are responsible for racially discriminatory laws and policies. Pretoria says the US has misrepresented policies intended to address apartheid-era inequality. The dispute is another escalation in already strained US–South African relations, with Washington also excluding South Africa from the forthcoming G20 summit in Miami. Foreign Minister Ronald Lamola is heading to the US for the UN General Assembly amid the worsening diplomatic confrontation. SOUTH SUDAN — More than one million people could lose food assistance within weeks Importance: 9/10 — VERY HIGH The World Food Programme warns that more than one million vulnerable South Sudanese could lose life-saving food and nutrition assistance by October unless additional funding is secured. Around 7.8 million people — more than half the population — struggle to obtain enough food, while 2.2 million children and 1.2 million pregnant or breastfeeding women require urgent nutritional support. WFP faces an immediate $86 million shortfall and a funding gap exceeding $400 million over the next six months. DR CONGO — Protests over constitutional reform raise third-term fears Importance: 8.5/10 — HIGH Police used tear gas and warning shots during opposition demonstrations in Kinshasa and other cities against proposed constitutional changes. The C64 opposition coalition argues that the reforms could ultimately enable President Félix Tshisekedi to seek a third term, while the government rejects claims that it intends to undermine constitutional safeguards. The confrontation adds a serious domestic political crisis to Congo’s simultaneous Ebola emergency and continuing conflict with M23 in the east. SOUTH SUDAN — Kiir replaces election commission chief three months before planned vote Importance: 8.5/10 — HIGH President Salva Kiir has replaced the head of South Sudan’s election commission roughly three months before elections scheduled for December. The change comes amid serious doubts over whether conditions exist for credible polls, including political violence, shrinking civic space and the collapse of key elements of the power-sharing arrangement. South Sudan has already postponed elections twice, making any further disruption politically significant. SUDAN — West Kordofan gold mine disaster kills at least 82 Importance: 8/10 — HIGH At least 82 miners have been killed after a gold mine collapsed in West Kordofan, with around 50 injured and others potentially still trapped. Rescue teams have been working with rudimentary equipment in an area severely affected by Sudan’s war. Beyond the human toll, the disaster highlights the dangerous and weakly regulated artisanal gold sector. Gold has become increasingly important to Sudan’s wartime economy and a source of financing for armed actors. HORN OF AFRICA — New IGAD treaty enters into force Importance: 7.5/10 — SIGNIFICANT A new treaty governing the Intergovernmental Authority on Development has entered into force following ratification by Ethiopia and four other Horn of Africa states, replacing the organisation’s 1996 institutional framework. The change is potentially important for regional coordination on conflict, economic integration, climate shocks and displacement at a time when the Horn faces simultaneous crises in Sudan, South Sudan, Somalia and the Ethiopia–Eritrea relationship. Source: Kulu Media, 17 Sep 2026 https://kulu-media.com/new-igad-treaty-enters-into-force-in-horn-of-africa/ 10. ETHIOPIA–KENYA — Ethiopia plans to double electricity exports to Kenya Importance: 7/10 — SIGNIFICANT Ethiopia plans to increase electricity exports to Kenya from 200 MW to 400 MW from December. A joint technical committee is working on the expansion. The move strengthens East Africa’s cross-border power market and deepens the economic interdependence of two of the region’s largest economies. It also reinforces Ethiopia’s strategy of turning its expanding hydroelectric capacity into a source of regional influence and export revenue. DR CONGO — Ebola outbreak remains severe despite signs of progress Importance: 10/10 — Critical The UN says there are encouraging signs in the fight against the Ebola outbreak, but it is still too early to declare that the epidemic has peaked. More than 7,200 confirmed cases and 3,510 deaths have been recorded across seven provinces. Daily infections have declined from around 120 at the mid-August peak to roughly 80, but North Kivu remains particularly alarming, with 555 new cases reported there in the past 21 days. DR CONGO — Protests and clashes over proposed constitutional changes Importance: 9/10 — Very High Police used tear gas and warning shots as opposition protests spread across Kinshasa and other cities against proposed constitutional changes. Opponents fear the changes could open the way for President Félix Tshisekedi to seek a third term. The political confrontation adds another layer of instability while the country simultaneously faces the Ebola epidemic and conflict in the east. SOUTH AFRICA / UNITED STATES — Washington imposes new visa restrictions Importance: 9/10 — Very High U.S. Secretary of State Marco Rubio announced a new visa-restriction policy targeting certain foreign nationals from South Africa. Washington says the measures concern people linked to uncompensated land seizures, racial discrimination or violence against ethnic minorities. The move marks another deterioration in U.S.–South African relations following disputes over land reform, racial policy and Pretoria's foreign policy. EGYPT / RED SEA — Sisi and Saudi crown prince focus on security of strategic shipping routes Importance: 9/10 — Very High Egyptian President Abdel Fattah al-Sisi and Saudi Crown Prince Mohammed bin Salman stressed the need to protect freedom and security of navigation through the Red Sea and Bab el-Mandeb. The talks come amid escalating Houthi military activity and growing threats to one of the world's most important maritime corridors. Egypt has a particularly strong economic interest because disruption of Red Sea traffic directly affects Suez Canal revenues. DJIBOUTI — Yemen conflict drives growing refugee pressure across the Red Sea Importance: 8/10 — High Escalating fighting in Yemen is pushing more civilians toward Djibouti. More than 2,000 Yemenis are already there, while nearly 94,000 people have been displaced inside Yemen. A fuel shortage is temporarily slowing sea crossings, but the International Organization for Migration expects more people to attempt the journey once fuel becomes available. Djibouti's capacity to absorb additional arrivals could come under increasing pressure. SOUTH AFRICA — Seven women's deaths trigger major investigation and national concern Importance: 8/10 — High South African police are investigating the deaths of seven women whose bodies have been discovered over the past two months in and around Ekurhuleni, east of Johannesburg. Authorities have not yet established whether the killings are linked to a single perpetrator. President Cyril Ramaphosa has promised a thorough investigation. The case is intensifying public concern over South Africa's exceptionally high levels of violent crime and gender-based violence. Source: Reuters, 15 Sep 2026 https://www.reuters.com/world/africa/south-african-police-probe-killings-seven-women-ramaphosa-vows-action-2026-09-15/ 7. NIGERIA — Industrial-scale methamphetamine laboratory dismantled Importance: 7/10 — High Nigeria's anti-drug agency dismantled an industrial-scale methamphetamine laboratory in Ebonyi State and arrested a Mexican national while he was attempting to leave the country. Authorities say the operation followed a months-long investigation into a wider criminal network. The case is significant because West and Central Africa are increasingly being used not only as drug-transit corridors but also as production hubs for synthetic narcotics. SOUTH AFRICA — Rand weakens as oil-price surge increases inflation pressure Importance: 7/10 — High The South African rand weakened against the U.S. dollar as high global energy prices, a stronger dollar and weaker precious-metals prices increased concerns about inflation and South Africa's import bill. As a major oil importer, South Africa is particularly exposed to the current energy shock, which could feed through into fuel prices, transport costs and monetary-policy decisions. Source: Reuters, 15 Sep 2026 https://www.reuters.com/world/africa/south-african-rand-slides-oil-price-surge-pressures-emerging-market-currencies-2026-09-15/ 9. @MartinKazemb @Presidence_RDC #ClimatDesAffaires #RDC #Investissement
