Po kilku godzinach moja ocena jest gorsza niż przed rozpoczęciem analizy. To jest bubel, szanowny Panie Mentzen. Najbardziej zdumiewa mnie to, że projekt bardzo dokładnie wie, jak system kaucyjny zlikwidować. Tutaj nie ma większych wątpliwości - zgodnie z tytułem zamieszczanym w mediach społecznościowych. Uchylamy przepisy, obowiązki, rozliczenia, kontrolę i sankcje. Wygaszamy zezwolenia operatorów, kończymy funkcjonowanie systemu, rozliczamy to, co zostało. Dobrze. To co dokładnie zacznie funkcjonować następnego dnia w zamian, panie Mentzen? I tu nagle konkret gdzieś znika. W uzasadnieniu znajdziemy różne pomysły. Oczywiście że można policzyć kaucje faktycznie nieodzyskane. To są uczciwe argumenty. Ale przedstawianie całej wartości pobieranych kaucji jako potencjalnej oszczędności gospodarstwa domowego jest już czymś zupełnie innym. Tym bardziej że w uzasadnieniu przeczytałem, iż ... "w większości przypadków" środki te mają być bezpowrotnie tracone z powodu problemów ze zwrotem 🤷‍♂️ No więc zacząłem szukać danych pokazujących, że większość kaucji rzeczywiście przepada. Nie znalazłem -zadnych. Ale prawdziwa zabawa zaczęła się przy odszkodowaniach. Autorzy sami piszą o potencjalnych roszczeniach operatorów rzędu 100–500 mln zł. Po czym uznają, że realna kwota zasądzonych odszkodowań wyniesie maksymalnie 50 mln 😵‍💫 Tu zatrzymałem się na dłużej, bo chciałem zobaczyć rachunek. 500 mln potencjalnej ekspozycji. 50 mln "realnie".
