🎒🇫🇷 ÉDITO - La France perd ses élèves. Et, sur le papier, cela devrait être une bonne nouvelle pour l’école. Moins d’élèves pourrait signifier des classes moins chargées, davantage de temps pour chaque enfant, un meilleur suivi des élèves en difficulté et de meilleures conditions de travail pour les enseignants. Avec moins d’enfants à accueillir, la France pourrait enfin donner plus à chacun. Pourtant, cette évolution inquiète. Pourquoi ? Parce qu’une baisse démographique ne produit pas automatiquement une meilleure école. Elle peut aussi devenir une simple ligne budgétaire, avec des classes fermées, des postes supprimés et des établissements fragilisés. Selon le scénario intermédiaire de la DEPP, les écoles, collèges et lycées publics et privés sous contrat pourraient compter 1.676.800 élèves de moins entre 2025 et 2035, soit une baisse de 14,2%. Le premier degré concentrerait 933.000 de ces pertes et le second degré 743.800. Après 121.600 élèves de moins à la rentrée 2025, environ 161.600 élèves supplémentaires étaient attendus en moins à la rentrée 2026. Cette projection reste un scénario, pas une certitude gravée dans le marbre. Dans le premier degré, les hypothèses de la DEPP aboutissent à une baisse comprise entre 718.000 et 1.148.000 élèves à l’horizon 2035. Même dans l’hypothèse la plus favorable, la tendance reste nettement orientée à la baisse. La cause est connue. En 2025, 643.905 bébés sont nés en France, soit 2,3% de moins qu’en 2024 et 24% de moins qu’en 2010. L’indicateur de fécondité est tombé à 1,56 enfant par femme. Cette baisse ne s’explique pas par une disparition soudaine des femmes en âge d’avoir des enfants, mais principalement par une fécondité plus faible. Le décalage est essentiel. Les enfants nés en 2025 arriveront en maternelle en 2028, à l’école élémentaire en 2031 et au collège en 2036. La baisse actuelle n’est donc pas un accident passager. Elle va se transmettre, niveau après niveau, pendant plus d’une décennie. Ses premiers effets sont déjà visibles. Entre 2015 et 2025, les écoles publiques hors éducation prioritaire ont perdu 271.000 élèves dans les territoires ruraux, soit 15,4% de leurs effectifs. Le nombre de classes y a diminué de 8,1%, une baisse moins rapide qui a permis d’alléger les classes. Dans les communes urbaines, les effectifs ont reculé de 7,7%, tandis que le nombre de classes a légèrement augmenté. C’est précisément là que se trouve l’opportunité. La baisse démographique peut servir à réduire durablement les effectifs par classe, à renforcer les remplacements, l’accompagnement individuel, la formation des enseignants ou la prise en charge des élèves en difficulté. Il faut toutefois éviter le discours inverse, qui consisterait à considérer toute fermeture comme un scandale. Lorsqu’une population scolaire diminue fortement, certaines restructurations peuvent être logiques. Des regroupements pédagogiques intercommunaux peuvent parfois préserver une offre de qualité tout en mutualisant les moyens. Mais une classe rurale n’est pas seulement une ligne dans un tableau. Dans de nombreuses communes, l’école est l’un des derniers services publics encore présents. Le Sénat a également souligné qu’une fermeture de classe pouvait compromettre, à terme, l’existence même d’une école, notamment lorsque celle-ci ne compte plus que trois classes ou moins. Le lien entre démographie et postes d’enseignants n’est pas mécanique. Dans le projet de budget 2026, la commission des finances du Sénat comparait 4.018 suppressions d’emplois d’enseignants à une baisse de 9.415 postes si l’évolution démographique avait été appliquée strictement. Cet écart montre qu’il existe une marge de décision. La question est de savoir si elle servira à réduire les moyens ou à améliorer l’école. Le ministère semble désormais reconnaître que la carte scolaire ne peut plus être pensée uniquement année après année. Une expérimentation menée dans 18 départements doit construire une vision de l’offre scolaire à 5 ans, avec une généralisation envisagée à partir de 2027. L’enjeu sera de faire de cette anticipation un véritable outil de planification, et non une simple manière d’annoncer plus tôt les fermetures. La France n’est d’ailleurs pas seule face à ce phénomène. Dans l’Union européenne, la fécondité est tombée à 1,34 enfant par femme en 2024. L’OCDE souligne que le recul démographique peut améliorer les taux d’encadrement, mais aussi accélérer les fermetures et les regroupements dans les territoires ruraux. Au Japon, le nombre d’enfants de 0 à 4 ans a déjà chuté de 22% entre 2013 et 2023. En Corée du Sud, la baisse atteint 40%. La question n’est donc pas de savoir si l’école doit s’adapter. Elle le devra. La vraie question est de savoir ce que la France fera de la place qui se libère. Si elle réduit les moyens au même rythme que le nombre d’élèves, l’opportunité démographique restera invisible dans les salles de classe. Mais si elle utilise cette marge pour mieux accompagner chaque enfant, alors une école moins peuplée pourrait enfin devenir une école plus attentive. La France va perdre des élèves. Reste à savoir si elle choisira d’en profiter pour améliorer son école… ou simplement pour en réduire la taille. #Éducation #Démographie #France
