Anoche la JEP dijo que la entidad quedaba sometida a la quiebra con el recorte que aprobaron las Comisiones Económicas. Después de ver las cifras de viajes, la pregunta que nos queda a muchos es si la preocupación recaerá en que no podrán seguir viajando por el mundo como lo han venido haciendo estos años. Además de gastar $23.963 millones en tiquetes, la JEP ha desembolsado $32.472 millones en viáticos y gastos de viaje para sus funcionarios y contratistas. Solamente entre 2022 y 2025 (Gbno Petro) este último rubro creció 191%. El turismo judicial de este Tribunal, a nivel nacional e internacional, le ha costado al país $56.435 millones entre 2020-2026 e incluye destinos como Miami, Milán, Sevilla, Madrid, Denver, Chicago, Catania, Houston, Barcelona, Antofagasta y París. Detrás del multimillonario contrato de arrendamiento de la sede de la JEP hay algo que no cuadra. A pesar que la Constructora GAP SAS, dueña del edificio "Torre Squadra", registró en la escritura y el certificado de libertad y tradición en 2020 que la construcción costó $20.975 millones, la JEP ha pagado $114.202 millones entre 2020-2026 por su arriendo. Un promedio de $16.314 millones anuales. Es decir, con lo que ha pagado la JEP por el arriendo todos estos años se hubieran podido comprar 5 edificios de esta naturaleza. ¿Cuál fue la justificación técnica para acudir al arriendo y no a la compra que hubiera reducido considerablemente los costos de funcionamiento? Además, la JEP realizó esta contratación bajo derecho privado, es decir a dedo, dado que ese fue uno de los regalos que les dio el Gbno Santos en el artículo 118 de la Ley Estatutaria de la JEP. Al Presidente de la JEP se le olvida que toda entidad pública debe rendir cuentas por la ejecución del presupuesto, más aún cuando tienen una responsabilidad con el país y las víctimas en un proceso de justicia transicional.
